December
2016 - update from the City of Lake Forest:
After recent discussions with Dave Rogers
(Traffic Engineering Manager, City of Lake Forest) and PH II HOA board about parking
issues, Dave found a document that explains some of the reasons that we have as
little parking as we do. The first document in the January
1992 file shows:
- The builder
was approved under an earlier "square footage" basis for
calculating parking spaces, rather than a "number of bedrooms"
requirement that Orange County was recommending.
- The builder was also granted a variance to
have smaller garages than standard size.
Board
Review / Update - April 2014:
Over the past few months, the board has looked at
the feasibility of adding more parking. We reviewed cost estimates and a
survey of homeowners from July & August 2007. The survey results
indicated that a majority of individual homeowners who responded were NOT
willing to pay an additional assessment in order to add more parking. In
2014, we looked at the feasibility of homeowners paying a rental fee for additional parking spaces and
whether that rental fee would cover the cost of adding more parking. We
determined that reasonable rental fees for additional parking spaces would NOT
pay back the significant investment needed to provide additional parking.
We are posting the relevant documents (with
individual names and addresses removed)::
Following the 2007 survey, the board made a
number of changes. The circle was opened for guest parking (which added about 5 new guest spaces).
The time of the evening parking patrol was changed to start after midnight to give
visiting guests more time to leave before being inventoried or ticketed.
The
parking rules are enforced through the use of a parking management company who
patrols Bella Palermo during the day and during the evening hours after
midnight, issues
parking inventory notices, parking citations and tows vehicles that are parked in guest parking more the
the allowed number of days or parked in handicap parking without a handicap placard.

TOWING
The Association may automatically remove vehicles, at the owner's expense,
from the community without prior notice for violation of the following parking
rules:
- Any vehicle parked and
left UNATTENDED
on any side of the street identified as a FIRE
LANE. Fire
Lanes are bounded on at least one side by RED
PAINTED CURBS.
This includes garage entrances that may not be painted red.
- Any vehicle parked on or
blocking any part of a sidewalk.
- Any vehicle that blocks
a garage, other than for loading, unloading or washing.
- Vehicles left
unattended will be subject to tow.
- Any vehicle parked in
such a manner that it interferes with the normal flow of street traffic,
entrances to or exits from the community.
- Any vehicle parked
within 15 feet of a fire hydrant.
- Any vehicle parked in a
space designated for handicapped parking that does not display proper
handicapped sticker or authority.
- Any vehicle parked in
such a manner that it blocks any handicapped access ramp to any sidewalk or
driveway.
- Trailers, campers, RV's,
motor homes, boats, watercraft, aircraft, commercial vehicles, vehicles
exceeding a 1 ton rating, inoperative or unlicensed/unregistered vehicles,
unless the vehicle is temporarily parked for loading or unloading.

Any vehicle "stored" on the street or a parking stall:
A "stored
vehicle" is identified as any vehicle left in excess of three days (72
hours) within the project. Authorized vehicles must be stored wholly within the
resident's garage and/or assigned reserved parking spot. Stored vehicles
obviously being moved from one parking spot to another to avoid enforcement and
not used for daily transportation to and from the project will be subject to
being towed.
RESIDENT GARAGES, RESERVED PARKING
- Two-car garages must be
available to accommodate two vehicles.
- One-car garages must be
available to accommodate one vehicle. Residents may park a 2nd vehicle in
their assigned reserve space. (It is the responsibility of the resident to
contact either the patrol service or a towing company to have an
unauthorized vehicle towed from their reserved space.) The resident will be
required to sign the tow company's impound paperwork to effect the tow.
- Residents who have more
vehicles than can be accommodated within their two (2) assigned spaces, must
park those extra vehicles outside of the community.
GUEST PARKING - updated, effective
November 1, 2023.
- Spaces marked
"Guest Parking" (which includes ALL designated handicap spaces)
are reserved exclusively
for guest vehicles. The community has the minimum number of guest
parking spaces required by city and county zoning regulations.

Resident
vehicles may not occupy guest parking spaces
AT ANY TIME.
Resident vehicles in violation of this rule are subject to tow.
- Guest parking spaces are
monitored nightly by a private patrol service. Any vehicle found in
guest parking for more
than 3 nights in any calendar month
(*) is subject to immediate tow at the vehicle owner's expense. Residents
must notify the property management company in writing when a guest plans on staying
longer than 3 nights in a calendar month.
The guest's vehicle
type and license number, along with the length of stay (inclusive from date
to date), must be provided to management.
UPDATED November 1, 2023: owners
may contact Patrol Masters directly to safe-list guest
vehicles. Letters were sent out to all owners in October 2023 with
updated instructions.
- Residents shall be
responsible for assuring that their guests abide by all parking and
vehicular rules and regulations.
OTHER PARKING AND VEHICULAR RULES
- No repair or maintenance of any vehicle or its parts is permitted within
the common areas of the community.
- Mechanically inoperable vehicles are not to be parked or stored within
the community. This includes, but not limited to, individual garages
within the
community.
- Backing into either guest or assigned parking stalls is prohibited.

Clarification:
Unlicensed/unregistered vehicles.
Vehicles must have current tags and
stickers (current or future month, and
current or future year) to park at Bella Palermo at any time. Vehicles
without current tags will be considered unregistered and towed with no notice.
The parking management company has no way to verify registrations. They only use
the tags and stickers to determine whether a vehicle is currently
registered.
Changes:
* - October 14, 2013:
the Board of Directors changed the time period for violations of guest parking
FROM "more than 3 nights in
any 30 day period" TO "more
than 3 nights within any calendar month." This
was done to make the rules easier to understand.
