Effective September 13, 2021: Reservations are no longer required for the pool and exercise room. All other pool safety and social distancing rules remain in effect. Effective: June 15, 2021: The exercise room will re-open on June 15. THE RESERVATION SYSTEM WILL STILL BE IN PLACE FOR A FEW MORE MONTHS. December 5, 2020: New rules from the CA and OC Health Departments: we are required to close the indoor exercise room completely until covid cases go down. Reservations for the pool and hot tub are still required to limit the number of people in the area at the same time. For those who did not get their new key fobs yet, please contact TSG. As of Dec 8, 2020, outdoor playgrounds may reopoen with new rules. June 2020: New Emergency Rules for pool re-opening. RESERVATIONS ARE NOW REQUIRED. August, 2020: Orange County Dog Bite Reporting Procedure. "You are required by law to report any bite or scratch from a domestic or wild animal." We have had several reports of dogs biting humans or attacking other dogs. Please report to the Orange County Animal Control Services. The Orange County rules are here and the reporting form is here (). August 2019: Reminders: Test your smoke alarms regularly (monthly) and replace batteries once a year. Safety Alert: We have had several complaints about people speeding inside the community. Please remember that our speed limit is 10 MPH. October 2017: Updated Rules were been sent to all owners for their review. The Pet Rules have been updated. May 11, 2017: Malabar parking update: The Portola Hills HOA II has rescinded their verbal approval to open up parking on Malabar Road due to a homeowner petition by residents there. October 2016 - Snake Alert. A resident of Bella Palermo was recently bitten by a rattlesnake twice while getting out of her car. Please beware and check your surrounds. Several large snakes have been reported in Bella Palermo and surrounding areas. Some are harmless gopher snakes and some are rattle snakes. Be cautious. October, 2014: Safety alert: When was the last time you checked your dryer duct/vent to see if it needs cleaning? Two homeowners recently reported they found theirs were clogged or close to failing. Because of the long distance between our dryers and the outside wall, most homeowners will need to have a professional company do the cleaning. An ABC News report explains the potential dangers of clogged dryer vents. September 2013: If you did not get to the clubhouse for the pool key exchange, call TSG at (949) 481-0555 to arrange key replacement (free with old pool key). If you do not have an old pool key to exchange, there will be a replacement charge of $50.00. Parking: We have added a new web page focusing on Parking. All residents of Bella Palermo should be familiar with all of the Rules & Regulations, including parking rules.
Special Event: Saturday, October 28, 2017: Bella Palermo Halloween BASH at the circle on Cortona. 6:30 PM - 10:00 PM. Halloween Contest for kids, live music; street will be closed off for the event. Potluck: Bring a dish and meet your neighbors. July 9 and July 15, 2018: Our streets and parking areas will be slurry-sealed on Monday July 9 and Monday July 16, 2018. Half of the community will be done one day; the other half the following Monday. During those times, access to parking spaces and garages will be unavailable so plan ahead. More details and a map will be mailed out with the monthly July bills. May 10, 2018: Ballots have gone out in the mail for board members for the next 2 year term. Please return your ballot by mail as soon as possible or bring to the next HOA meeting on June 14, 2018. April 14, 2017: Ballots have gone out in the mail for board members for the next 2 year term. October 27, 2015 & November 9, 2015: Saddleback Ranch Road changes: Representatives of the HOAs in Portola Hills met with the city to discuss proposed changes to the traffic calming activities and we agreed on some changes that will add bike lanes for most of the length of the road and changes to some of the medians. The revised plans will be presented to the Lake Forest City Council on Tuesday November 17, 2015. Revised plans are available for viewing before then Nov. 12, 13 & 16 from 4:00 - 6:00 PM. April 13 and April 15, 2015: Ben's Asphalt will be starting slurry seal coating on the roadways and parking areas this week. Thursday, October 10, 2013 (Rescheduled from September 26, 2013): Meeting at Lake Forest City Hall at 7:00 PM with the Planning Commission to review tentative tract maps and EIR report for the Portola Center project. September 2013: Update: Fascia repairs will be done on buildings 1-10 (front of complex - see map), starting Monday, September 16, 2013. Gutters will be replaced in the entire community starting Monday, September 16, 2013. Letters have been mailed to homeowners. If a satellite dish needs to be removed to allow the repairs, homeowners will be responsible for remounting the dish. No Architectural Request will be needed for remounting the satellite dish if you already have one on file, unless the dish is being moved to a different location. Portola
Hills CRIME WATCH ALERT!! Environmental Impact Report - Portola Center ProjectThe City of Lake Forest released the Environmental Impact Report (EIR) for the Portola Center Project on June 28, 2013. Click on the workshop title link in the agenda to see a list of documents that can be downloaded in PDF format.February 14, 2013 - Portola Hills Neighborhood Traffic UpdateThe City has recently completed an Engineering and Traffic Survey to establish citywide speed limits. This item will be considered by the City Council at its February 19, 2013 meeting (to view the staff report, please click here). Staff is recommending a speed limit reduction on Saddleback Ranch Road of five miles per hour, from 50 MPH to 45 MPH, between Glenn Ranch Road and Malabar Road. The new speed limit will become effective upon approval by the City Council and the posting of the new signs. In addition, the City continues to work with the developer of the Portola Center Project to complete the sight distance enhancements and other changes discussed in previous workshops. Replacement of patio fencesYou may have noticed that some of the wooden patio fences are being replaced. Please be patient with the inconvenience that may be caused by this activity. The contractor will notify each resident of the starting date and duration. Please help by moving your possessions in the patio area to provide ample room for the workers. Although, care will be taken, some plants or fixtures inside the fence may be damaged. Neither the contractor nor the HOA will assume any responsibility. The fence contractor may need access to water and the electrical outlet to complete the work. Day time parking problemsIt has been noted that cars have been parking in violation of the Bella Palermo HOA Rules and Regulations. It is the responsibility of all owners and residents to comply with these policies.

Since then, the applicant has revised the retaining wall design to reflect the Planning Commission’s comments and project changes, including project access locations. The applicant will be providing an update to the Planning Commission at a workshop on January 10, 2013. Thanks to those of you that were able to join us last week for the Traffic Workshop, the first in a series of meetings to discuss traffic concerns in Portola Hills. The workshop consisted of a presentation (click here to view) and extensive community input. After comments by City of Lake Forest Planning Manager Cheryl Kuta and Director of Public Works Tom Wheeler, Joe Foust of Stantec Consulting summarized neighborhood traffic concerns previously shared by residents, discussed examples of traffic calming strategies, and outlined the data collection that will occur as part of next steps for evaluating traffic concerns in the area. During the input portion of the meeting, we took notes on the community’s questions. Some of the questions require confirmation of data or information that is not readily available. We will be answering these on the City’s website over the next couple of weeks. Answers to some questions are known at this time so we wanted to address them right away. Question: Will Mello Roos taxes assessed to existing Portola Hills homeowner’s be used to fund any public improvements, including roadway or traffic-related improvements, in the Portola Center? Answer: No, Mello Roos taxes assessed to existing Portola Hills homeowners are controlled by the County of Orange and cannot be used to pay for any new public improvements, including roadway or traffic-related improvements in the Portola Center project. Public improvements, including roadway/traffic, proposed as a component of the project would be paid for by the developer. Any roadway or traffic-related improvements which are not a component of the project may be funded in whole or in part by the developer, or by the City as a potential component of future Capital Improvement Projects (CIP) plans. Question: How are speed limits set in Lake Forest?* Answer: The process to set speed limits in Lake Forest is the exact same process used by every other jurisdiction in California. By state law, speed limits are generally set at the “85th percentile” speed of vehicles on a given roadway segment. The speed limit is based on a number of factors, including the speed of vehicles traveling the roadway, accident history, roadway conditions, traffic characteristics, and surrounding land uses *To see the full answer, please visit the City’s website at www.lakeforestca.gov/PortolaCenterRAQ Question: How is the City identifying and analyzing traffic issues associated with the Portola Center project? Who is the responsible traffic engineer? Who reviews the traffic engineer’s reports? Answer: The process to identify and analyze traffic issues is largely dictated by traffic engineering industry practices. This process, applied to all projects in the City, is the same one that is being followed for the Portola Center project. The process begins with the Portola Center Traffic Study based on the City’s Traffic Model (approved by the Orange County Transportation Commission), which identifies and analyzes traffic issues. A traffic engineer hired by the Portola Center development team prepares the study. Traditionally, there is at least one peer review conducted by the City’s traffic division. These studies were prepared as options for the City and the School District to consider. The studies attempt to address issues with school drop-off and pick-up, turning onto Saddleback at Malabar and Millwood, traffic flow uphill on Saddleback between the Glenn Ranch/Saddleback intersection and the Malabar intersection, and speeding on southbound Saddleback. The City will likely be considering other options, including traffic calming solutions, as an outgrowth of the traffic workshop with the community slated for early to mid September. I've also included a free right vs. a controlled right option at SRR/GRR for the southbound SRR traffic that is being considered with our TM application. I will follow-up separately with some project-specific items presented at the community meeting in June and the Planning Commission Workshop in July. Terry Anderson is currently a Planning Commissioner for the City of Lake Forest. He is interested in hearing direct from Portola Hills residents on the concerns that we have about the Portola Center development. For those that attended the last planning commission meeting, we know that Commissioners are listening and are very concerned about making sure the new development is the best that it can be for everyone involved. Terry is also running for election to the City Council in November, and would like to reach out directly to PH residents. Anderson Proposed amendments to the Lake Forest Parking Ordinance It would be good for the Commission to hear from residents about how parking standards are inadequate and new developments should account for the larger households and number of vehicles.
